Core finding

No public evidence was found of facial recognition or individual AI profiles. Heerlen is, however, developing a powerful data infrastructure for quality of life and public safety. That makes transparency and independent scrutiny essential.

Together with European partners, Heerlen is developing a Social Digital Twin for quality of life and public safety. The project aims to combine different forms of data, use AI to identify patterns and assist professionals with interventions. This may offer benefits, but it also requires clarity about data sources, objectives, access and meaningful human oversight.
