The Municipality of Heerlen asked for clarification of the 26 July 2026 Woo request concerning PULSE-TWIN, AI, the Social Digital Twin and digital surveillance. A precisely scoped written clarification was submitted on 4 September. On 7 September, Heerlen also supplied the two missing inventory records, 01a and 01b. The complete set received is available here in public, privacy-reviewed form.
Procedural status
In its letter of 4 September, Heerlen requested clarification by 18 September 2026 and suspended processing until receipt. The Dutch response fixes the period, subject, record categories, search locations and priorities. It also requested missing files 01a and 01b, resumption of processing and a timetable for partial decisions. Heerlen supplied 01a and 01b in a second secure transfer on 7 September. That transfer does not itself confirm a resumed timetable or substantive processing. Further communication is to remain in writing.
The set supports the intended data infrastructure, AI assistance, monitoring and European transfer of learning. It does not establish that every described component is already operational.
In its public response to council questions, Heerlen stated that no personal data were being processed within the Social Digital Twin at that time. Aggregated information not traceable to individuals was said to be the starting point.
01a names demographics, police statistics, permits, administrative sanctions, cadastral information, resident reports and area monitors. Proposed expansion also covers housing, income, education and frontline registrations. Machine learning is intended to identify patterns and hotspots and support proactive interventions.
The AI Copilot is intended for police, municipal enforcement officers, social workers and youth professionals, offering contextual information, scenario support and voice capture. The app module is intended to connect reports, alerts, neighbourhood watch and rewarded safety tasks to the Social Digital Twin.
01a describes roles, permissions and AI-supported adjustment of data visibility. Privacy, security, transparency, bias, human rights and societal impact are part of the planned ELSA review. The actual assessments, configuration and audit outcomes are not fully included in this set.
The council response says that a separate independent evaluation is not part of the project conditions. It does identify an EU-funded Lead Expert and a monitoring working group, 25 indicators and a later final report.
The municipal explanatory note states that the centre was not immediately feasible when the project actually started. The project will examine whether and in what form it may still be possible; implementation may depart from the proposal.
WP09 describes transfer to Genk, Piraeus and Sant Boi. Its focus is on methods, governance, learning processes and ethical approaches rather than one-to-one replication of a single technical system.
